How are the drain ports at the bottom of underground oil-containing wastewater tanks and amine solution preparation and recovery tanks typically handled?

As currently determined, both tanks will be placed in the pit: the tank for oily wastewater will have sand filled around it, while the tank used for amine solution preparation and recovery will not have anything of that kind placed around it. The issue now is what to do with the drainage ports of these two tanks – should each of them be equipped with a flange facing downward along with a blind plate? Should I make a 90º elbow and add a valve as well? Or, could a 90º elbow be used, with a valve added and then a blind flange? Are the nozzles of these two tanks configured the same way, or are there any differences? I would appreciate some guidance from those who are more experienced. O(∩_∩)O Thank you @ylb913
For this amine liquid underground tank sewage discharge device that does not involve land sales, a valve can be simply installed at the outlet; heating should also be provided in front of the elbow valve. The underground oil tank has not been used; we will install one as soon as possible. Since it’s already buried, what’s the need to add a drain valve at the bottom?
Does the drain valve of the underground amine tank need to be used frequently?
