Carbon dioxide and oxygen do not produce carbon monoxide; the original poster should be saying that carbon monoxide is formed when carbon dioxide and carbon are exposed to high temperatures. Nitrogen and oxygen react with each other; boilers emit nitrogen oxides, and there are regulations regarding the emission of these nitrogen oxides.
