We are a storage facility for liquid chemical products. Following the explosion at Tianjin Port, we, as expected, once again faced a series of safety inspections by officials at all levels. After an inspection by a higher-level inspection team in our reservoir area, they raised an issue regarding the clear height of the pipe racks passing through that area. We designed the pipe rack in our reservoir area to have a clear height of 4.5 meters above the fire exit, and it was approved during the fire safety inspection at that time. However, the inspection team stated that the clear height of the pipe rack must be at least 5 meters, citing fire safety regulations. I would like to ask everyone: is it really stipulated by the regulations in this way? What regulations require it? Note: If changes are to be made, all the pipe racks in our storage area will need to be modified. These dozens of pipe racks are associated with numerous process pipelines, and as a result, operations will almost come to a standstill.

Theoretically, such problems should not occur, as the relevant laws and regulations were surely taken fully into account when formulating the standards. However, if the standards require higher levels of compliance, that becomes more complicated. I’m not sure what the regulations stipulate regarding existing facilities !
