High temperature on the installation plate of the gas steam boiler

A new gas steam boiler was installed; after ignition and at full combustion, the burner mounting plate heated up rapidly, reaching temperatures above 160 degrees, which caused the protective coating on both the mounting plate and the burner flange to burn off. The heat zone spreads from the center toward the periphery of the mounting plate. Furthermore, in the intermediate zone, the temperature varies at different angles. Please help analyze the heat source?
In a typical burner, rock wool is used to fill the space between the burner head and its insertion hole, in order to prevent the burner head from overheating. You may refer to the manuals for burners from certain brands.
