Turbine maintenance

We have just completed the maintenance of a turbine, and its speed fluctuates quite significantly; it used to be within 100 revolutions per minute, but now it’s at 200 revolutions per minute
Possible reasons: 1. Unstable speed control by the governor； 2. There may be a problem with your control valve (for example, the valve stem might be stuck) ； It is recommended to check each item one by one!
The secondary fuel line for incorrect throttle control has a damper (or it’s located in the quick-shut assembly); adjusting that can help stabilize things
Is there static testing before starting the turbine?
Please share your thoughts: 1. What control system is used in the unit? 2. Were static tests conducted? How did they go? 3. Was the speed control system checked and verified? Can the adjustment bolt there be used for adjustments? 4. Is the steam system stable?
