For API design, national standard materials are to be used – how should the welding procedure specification be written?

I am currently working on a storage tank designed in accordance with API650. The tank will be manufactured in Malaysia, and the main materials to be used are Q235B+Q345R. How should the welding procedure specification be prepared? Should it follow ASME IX or NB/T47015? Is the welding material selected in accordance with NB/T47018? I hope some seniors can provide guidance and answers. Thank you!
What standards are referenced in API650? According to what criteria will it be evaluated? . . I checked; it is rated according to ASME IX
This thing was made in Malaysia. . So are both these raw materials and welding materials from China? Then it shall be evaluated according to ASME IX, with both the base material and welding materials following Chinese standards.
API650 references ASME IX, so it is evaluated in accordance with ASME standards; and using material Q235B for evaluation is really great
I think it should be evaluated according to ASME IX, but does ASME IX support Chinese materials?
ASME IX references some Chinese vessel plates. . It can also be evaluated according to ASME IX without referenced materials. This is the welding of 2 materials without specified P-NOs. . If it covers, it can only cover these 2 materials. .
