**Notice from the National Development and Reform Commission on Raising Domestic Finished Oil Prices

To the Development and Reform Commissions and Price Bureaus of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps, as well as China National Petroleum Corporation, Sinopec Group Corporation, and China National Offshore Oil Corporation: In light of recent changes in international oil prices, and in accordance with the current mechanism for setting the prices of refined petroleum products, it has been decided to raise the prices of such products. The relevant matters are hereby notified as follows: 1. The supply prices per ton of gasoline and diesel (standard grade, the same below) supplied by enterprises engaged in the production and distribution of refined petroleum products to the military, as well as to the Xinjiang Production and Construction Corps and ** for reserve purposes, have been increased by 50 yuan each. The adjusted supply prices for gasoline and diesel are 6,460 yuan per ton and 5,500 yuan per ton respectively. The prices of other refined petroleum products are adjusted accordingly. The adjusted prices of refined oil reference standards are shown in Attachment 1. II. The maximum supply prices for gasoline and diesel intended for specialized users such as transportation and civil aviation will be adjusted by the same amount. The adjusted maximum supply prices per ton for standard gasoline and diesel are 6,860 yuan and 5,900 yuan respectively. Among them, the supply prices for gasoline and diesel intended for use in fisheries, forestry, and agricultural development are temporarily set at the same levels as those for oil supplied to the military. III. The maximum retail and wholesale prices of gasoline and diesel are adjusted by the same amount across all regions. The adjusted maximum retail prices for gasoline and diesel in various provinces (regions, municipalities) and central cities are shown in Appendix 2. IV. Other relevant price policies shall be implemented in accordance with the Provisions on the Administration of Oil Prices (Trial). V. The maximum ex-factory price for liquefied gas is determined based on a price ratio of 0.89:1 compared to the supply price of No. 90 gasoline for use by the military and other agencies; the supplier and buyer may negotiate to determine the specific price as long as it does not exceed the maximum ex-factory price. VI. The implementation date of the price adjustment is 24:00 on October 20, 2015. VII. Relevant price linkage and subsidy policies shall be implemented in accordance with current regulations. 8. CNPC, Sinopec, and CNOOC should organize the production and transportation of refined oil products to ensure a stable supply in the market ; It also urges its affiliated enterprises to strictly implement **price policies and voluntarily maintain market price order. IX. Price regulatory authorities at all levels should strengthen price supervision and inspection, crack down severely on various price-related illegal activities, and effectively maintain stability in the refined oil market. At the same time, it is necessary to strengthen the monitoring of the dynamics and prices in the refined oil market; in the event of any abnormalities, reports should be made promptly, and cooperation should be provided with relevant departments to take appropriate measures. Note: 1. The prices listed include consumption tax, value-added tax, as well as urban construction taxes and education surcharges. 2. The standard grades for gasoline in phases 4 and 5 are 90-octane and 89-octane gasoline respectively ; The reference standards for diesel phases 4 and 5 are both No. 0 diesel fuel for vehicles. 3. The maximum retail price for regular diesel (standard grade) is determined by deducting 370 yuan per ton from the price of diesel (standard grade) listed in the table above. 4. The gasoline and diesel prices for Beijing, Tianjin, Shanghai, Guangdong Province, and Xi’an in Shaanxi Province listed in the table above are those that meet the **fifth-stage quality standards for vehicle fuel ; The prices of gasoline and diesel in other provinces (regions, municipalities) or central cities are those that meet the **fourth-phase quality standards for vehicle-grade gasoline and diesel**.
