(8) Emergency plan filing system – Management indicators: 1. Prevention measures and emergency plans for accidents have been established. Key implementation points: Formulate accident prevention measures and emergency response plans as required, and update them promptly in case of changes in production processes or the addition of new projects. 2. File a record with the local people’s **environmental protection administrative department at the county-level or higher where it is located. Key implementation points: The emergency plan should be filed with the local environmental protection administrative department at or above the county level, and the environmental protection department shall issue a written approval letter. 3. Conduct emergency drills annually as required by the plan. Key implementation points: Prepare an emergency drill plan in accordance with the requirements of the emergency response plan, organize drills on an annual basis, and keep proper records of these drills. Basis for penalties for violating this regulatory requirement: Article 75 of the Solid Waste Law: Those who fail to establish measures to prevent accidents involving hazardous waste as well as emergency response plans shall be fined not less than 10,000 yuan but not more than 100,000 yuan.
