Issues regarding the definition of pressure vessels

As the title suggests, the definition of pressure vessels in the supplementary provisions of the Regulations on the Safety Supervision of Special Equipment differs from the definition given in the list of special equipment. I’m not sure which definition should be followed

According to the \"Catalogue of Special Equipment\", a pressure vessel is defined as a closed device that contains gases or liquids and is subjected to a certain pressure. It includes gas and liquefied gases with a maximum working pressure of 0.1 MPa or more (gauge pressure), as well as liquids with a maximum working temperature equal to or higher than their boiling point. It also covers fixed and mobile vessels with a volume of 30 L or more and an inner diameter of 150 mm or more (for non-circular cross-sections, this refers to the largest geometric dimension of the cross-sectional boundary). In other words, only those with a gauge pressure of over 0.1 MPa, a volume of over 30 L, and a diameter of over 150 mm are classified as pressure vessels
The Regulations on the Safety Supervision of Special Equipment were superseded by the Safety Law after 2014; the Safety Law established a regulatory framework, and as a result, the definitions contained in those regulations became invalid once the new framework was put in place!
