Seeking help regarding the tolerance for the center distance between flange bolt holes

I would like to ask the experts: On a given drawing, the outer diameter of the butt-welded flange is 770, and 16 M16 bolt holes are to be drilled. The center distance between these bolt holes is specified as 700. What are the positive and negative tolerances for this value?
There is a basic and superficial understanding: the difference between the diameter of the bolt hole and that of the bolt is about 2 millimeters; therefore, the machining error, which relates to the radius, should not exceed 1 millimeter.
It is not a reamed bolt connection; for ordinary connections, the holes do not require tolerance specifications, and the machining accuracy should be kept within 0.50 mm.
I think the tolerance requirements in HG20592 can be used as a reference.
