The implementation of environmental pollution liability insurance, which has been in progress for nearly a decade, is expected to accelerate. It was learned on November 12 from a seminar on \"Pollution Liability Insurance under Green Economic Growth\" organized by the Ministry of Environmental Protection that the ministry is drafting guiding principles to further advance the pilot program for pollution liability insurance, and a preliminary draft has already been prepared. Shen Xiaoyue, director of the Policy Department at the Policy Research Center of the Ministry of Ecology and Environment, said that certain results have been achieved since the pilot program for environmental pollution liability insurance was launched. According to statistical data, in 2014, the premium spent on environmental pollution liability insurance in 22 provinces across the country amounted to 70 million yuan, with an insured amount of 5.5 billion yuan. As of November this year, premiums in 11 provinces across the country totaled 70 million yuan, with an insured amount of 3.6 billion yuan. Shen Xiaoyue said that there are still significant difficulties in the implementation at the local level. The new environmental protection law implemented this year explicitly encourages the purchase of environmental pollution liability insurance; this is the first time that such an environmental economic policy has been included in Chinese law. However, due to the lack of mandatory implementation, the number of companies purchasing insurance has declined somewhat this year. At the same time, insurance companies have low loss ratios and unsatisfactory claims handling, which results in a low level of enthusiasm among businesses to purchase insurance. Shen Xiaoyue said that the Ministry of Environmental Protection is formulating guiding principles to deepen the pilot program for environmental pollution liability insurance, and a draft has already been prepared. In the future, the Ministry of Environmental Protection will focus on the following aspects: first, whether it is necessary to introduce mandatory environmental pollution liability insurance in high-risk areas, as well as the specific standards and implementation plans ; Secondly, it is about how to strengthen environmental risk management – whether the categories and scope of insurance products available in various regions are adequate at present ; Third is the compensation for environmental risks of insured enterprises, including liability determination and the scope of coverage ; Fourth, shift the situation in which environmental pollution liability insurance has been primarily driven by administrative measures, and instead rely on laws and market mechanisms to promote the widespread adoption of such insurance. Experts from the Policy Research Center of the Ministry of Ecology and Environment believe that the next step should be to implement mandatory insurance for high-risk enterprises in order to clarify their responsibilities.
