My previous workplace was under the supervision of the quality control department. Whether a welding test plate is required for the container is determined by the drawing designer through the technical specifications, or by the welding supervisor as part of the welding procedures, or by the manufacturing process requirements, or by the quality control department. Whether a welding test plate should be used for the container is specified by the designer in the technical requirements; the process engineer must then specify the requirement for a welding test plate in the manufacturing process. This requirement is then sent to the production workshop, which proceeds with manufacturing according to it. There’s no need for anyone to pass the buck around.
The production and inspection procedures should be clearly specified in documents such as design drawings; if this is not stated in the design, then the quality assurance engineer should prepare a \"Report on Design Non-conformity\""
