Principles for the installation of thermometers and pressure gauges at the site as shown in the drawings

I am currently reviewing the PID drawings, but it seems there is no clear pattern to the placement of the on-site thermometers and pressure gauges on the heat exchanger. Could you experts tell me if there are any requirements regarding this during the design process? How should thermometers and pressure gauges for equipment import and export be set up to save costs while still meeting operational requirements?
1. Previously, it was required that thermometers be installed at the inlet and outlet of water coolers, but now infrared temperature measurement is very common; especially since thermometers cannot be replaced on-site. The maintenance cycle nowadays is three to four years, and the quality of such thermometers is uncertain – I haven’t trusted them much after using them for over twenty years. 2. Pressure gauges are still necessary; one might not pay much attention to them when they’re not needed, but once they’re required and no measurement points are available, it can be very frustrating (especially with those heat exchangers that are prone to problems). ——For a standalone heat exchanger, inlet and outlet ports are required; for multiple heat exchangers connected in series, outlets are commonly found at the exit of each group.
