Activated sludge foam problem

For treating urban domestic wastewater, the conventional activated sludge process is used, with the MLSS level maintained at around 3000. The tank has a capacity of 5000 cubic meters, and the daily water flow rate is 25000 cubic meters; the BOD of the incoming water is 300. But there is a large amount of foam over the long term, and there is quite a lot of sludge in the secondary sedimentation tank. Beginners seeking guidance?
