The valve insulation regulations require insulation or thermal insulation to be applied up to the valve cover; however, no such insulation is required at the stuffing box. Do you know why?
Since the valve handle is turned frequently, long-term use can affect the sealing; if a leak occurs, the packing needs to be replaced. Therefore, no insulation or cooling is provided at the packing box.

May I ask which standard requires this to be done below the filler cap? Thank you!
The filler location is for the installation and filling of non-metallic materials, and the heat (cold) loss through this area is relatively low. When the filler is exposed to high or low temperatures for extended periods, it affects its performance and lifespan; therefore, insulation is generally provided below the filler box area (and in the case of valves with drip trays, insulation is provided below those drip trays as well)
