Notice regarding matters related to the 2016 Professional Qualification Examination for Consulting Engineers (Investment) (Jiangsu Province)To all engineering consulting firms and relevant entities in the province, as well as personnel examination centers in various cities:
In accordance with the “Notice on the Schedule and Related Matters Concerning the 2016 Qualification Examinations for Professional and Technical Personnel” issued by the General Office of the Ministry of Human Resources and Social Security (Document No. RenSheTi Fa [2015] No. 182), as well as the “Notice on Properly Organizing the 2016 Professional Qualification Examination for Consulting Engineers (Investment)” jointly issued by the China Engineering Consulting Association and the Personnel Examination Center of the Ministry of Human Resources and Social Security (Document No. ZhongZiXie Ban [2016] No. 2), in order to ensure the smooth conduct of the 2016 Professional Qualification Examination for Consulting Engineers (Investment) in our province, the relevant details are hereby notified as follows:
I. Schedule and Examination Sites
The examination dates are set for April 16th and 17th. All municipal personnel examination centers are requested to strictly follow the arrangements outlined in the “Work Plan for the 2016 Professional Qualification Examination for Consulting Engineers (Investment)” (Annex 1), and conscientiously carry out all aspects of examination-related work to ensure the smooth conduct of the examination. The examination sites will be determined based on the number of applicants, and the specific location of the exam can be found on the admission ticket. II. Subject Setup and Management Model The examination consists of four subjects: “Macroeconomic Policies and Development Planning”, “Organization and Management of Engineering Projects”, “Project Decision Analysis and Evaluation”, and “Modern Consulting Methods and Practices”. The management of exam results follows a rolling system with a 4-year cycle. Candidates taking exams in four subjects must pass all the required subjects within four consecutive examination years in order to obtain the qualification certificate ; Individuals who meet the exemption criteria and only need to take the two subjects, “Project Decision Analysis and Evaluation” and “Modern Consulting Methods and Practices”, must pass all required subjects within two consecutive examination years in order to obtain the qualification certificate. III. Question Types and Answering Methods: The questions for the three subjects—Macroeconomic Policy and Development Planning, Project Organization and Management, and Project Decision Analysis and Evaluation—are all objective type, to be answered on standard answer sheets ; The questions for the course “Modern Consulting Methods and Practices” are subjective in nature and must be answered on a dedicated answer sheet. During the exam, candidates may bring stationery such as black ink pens, 2B pencils, erasers, and calculators without any text-editing capabilities. All other items must be placed in the designated area within the examination room. Scratch paper should be provided in the examination room for candidates to request, and it must be collected after the exam. IV. Eligibility Requirements (1) Those who abide by **laws and regulations, uphold professional ethics, and meet one of the following conditions may apply for the Professional Qualification Examination for Consulting Engineers (Investment): 1. Hold an associate degree in a field related to engineering, or in economics or management science and engineering, and have at least 8 years of experience in engineering consulting work ; 2. Hold a bachelor’s degree or equivalent in a field related to engineering, or in economics, management science, or engineering; and have accumulated at least 6 years of experience in engineering consulting work ; 3. Hold a double bachelor’s degree in fields related to engineering, or in economics or management science and engineering; or have graduated from a graduate program in engineering-related fields, with at least 4 years of experience in engineering consulting work ; 4. Hold a master’s degree in engineering-related fields, or in economics or management science and engineering, with at least 3 years of experience in engineering consulting work ; 5. Hold a doctoral degree in engineering-related fields, or in economics or management science and engineering, with at least 2 years of experience in engineering consulting work ; 6. For those who hold the aforementioned academic qualifications or degrees in other specialties within the fields of economics and management, or in various specialties from other fields, the total number of years of experience in engineering consulting work is increased by 2 years accordingly. (II) Conditions for being exempt from certain subjects. Those who meet one of the following conditions may be exempted from the exams in \"Macroeconomic Policy and Development Planning\" and \"Project Organization and Management\", and only need to take the exams in \"Project Decision Analysis and Evaluation\" and \"Modern Consulting Methods and Practices\": 1. The main contributor to a project that has won the National Excellent Engineering Consulting Achievement Award or the National Excellent Engineering Survey and Design Award ; 2. Obtain a professional qualification certificate in engineering technology through a national unified examination, and have at least 8 years of experience in engineering consulting work. (III) Specific explanations regarding the issues in the application requirements. 1. Those who meet the requirements to apply for the Professional Qualification Examination for Consulting Engineers (Investment) are not subject to restrictions based on whether they are retired or not, nor on their age. 2. The requirement regarding years of experience specified in the application criteria refers to the total amount of time the applicant has spent working in engineering consulting-related fields. The deadline for meeting this experience requirement is April 30, 2016, and it is calculated on a full-year basis. 3. The “engineering disciplines” referred to in the requirements regarding educational qualifications mean all majors under the engineering discipline category ; “The “Economics” major refers to the Economics major and the Economic Statistics major, which fall under the category of Economics within the discipline of Economics ; “The “Management Science and Engineering” category refers to the majors within this field, which include Management Science, Information Management and Information Systems, Engineering Management, Real Estate Development and Management, as well as Engineering Costing, all of which fall under the discipline of Management. The requirements regarding education level and degree in the application criteria refer to **recognized degrees and qualifications from the national education system**. 4. The “engineering consulting services” referred to in the application requirements denote the scope of services provided by engineering consulting firms as specified in the \"Measures for the Qualification Assessment of Engineering Consulting Firms\" (Order No. 29 issued by the National Development and Reform Commission in 2005). These services include planning consultation, preparation of project proposals, preparation of project feasibility studies, project application reports, and funding application reports, evaluation consulting, engineering design, bidding agency services, project supervision, equipment supervision, project management, as well as other engineering consulting services designated by the National Development and Reform Commission. For engineering design, bidding agency, project supervision, and equipment supervision services, the provisions set out in the qualification certificates issued by the relevant departments of the State Council shall apply. 5. Conditions for exemption from certain subjects: The term “main contributor” as referred to in Paragraph 1 refers to those individuals listed on the award certificates or award lists for the first, second, and third prizes for outstanding engineering consultation achievements, as selected by the China Engineering Consulting Association, as well as for the gold, silver, and bronze awards for outstanding engineering design and outstanding engineering surveying, as selected by the Ministry of Housing and Urban-Rural Development. 6. The “professional qualification certificates in engineering and technology” referred to in Paragraph 2 of the conditions for exemption from certain exams are those issued by the Ministry of Human Resources and Social Security in conjunction with the relevant competent departments for such professional qualifications. These include professional qualification certificates such as First-Class Architect, First-Class Constructor, First-Class Structural Engineer, Urban Planner, Cost Engineer, Supervision Engineer, Equipment Supervision Engineer, Tendering Engineer, Investment and Construction Project Manager, Civil Engineer, Electrical Engineer, Public Equipment Engineer, Chemical Engineering Engineer, Environmental Protection Engineer, Nuclear Safety Engineer, and Environmental Impact Assessment Engineer. The personnel examination centers in various cities must exercise strict oversight during the registration process, denying registration to those who do not meet the requirements for taking this exam. V. Registration Process (1) For the 2016 qualification examination for consulting engineers (investment), online registration on a national scale will be used. The registration website is the National Professional and Technical Personnel Qualification Examination Registration Service Platform (zg.cpta.com.cn). Local authorities are requested to provide links to this national registration platform on their own local registration websites. (II) The unified online registration period for the 2016 Professional Qualification Examination for Consulting Engineers (Investment) in our province is set from January 20 to 29, 2016, with the deadline for candidates to make online payments being February 1. For examination registration in those test areas where approval is granted prior to payment, please arrange the time for on-site qualification verification properly to ensure that those who pass the qualification check pay the fees on time. (III) The personnel examination centers in various cities, as well as the registration points under the provincial government, should actively carry out various organizational tasks related to this examination in their respective areas, including publicity and promotion, as well as the preliminary review of candidates’ eligibility. It is necessary to publicly announce the registration methods, website address, etc., in a timely manner, and provide consultation services to applicants so that they can register for the exam in a targeted manner. (IV) The national unified registration system’s database contains only the information of applicants whose scores are still valid. Those whose records are available in the online registration database are considered experienced candidates, while those without such records in the database are treated as new candidates. According to the regulations, as of 2015, the validity period of the passing scores for the examination subjects within the three-year period specified in Document No. 127 was extended. In other words, for those who took all the examination subjects in 2013 and 2014, their passing scores for those subjects remained valid, and these periods were extended by four years each, to 2017 and 2018 respectively ; For those who took certain exams in 2014 (i.e., were exempt from some exams), their passing scores for those subjects are valid only for the year 2014. (5) All applicants who register for this exam shall submit the relevant application materials to the designated location as required for qualification review. Applicants from central and provincial agencies based in Nanjing should submit their application materials to the Jiangsu Engineering Consulting Association for qualification review between January 25th and 29th (from 9:00–11:00 am and 2:00–5:00 pm on weekdays). The list of materials to be submitted is as follows: 1. The application form downloaded from the internet, along with 1 recent 2-inch bareheaded photo in the same format as the one used for the electronic submission ; 2. My ID card (or officer’s ID) and a copy thereof ; 3. Relevant educational qualification certificates and copies thereof ; 4. Original proof of engaging in business activities related to engineering consulting. Those applying for exemption from certain subjects must also provide the corresponding proof of exemption along with copies thereof. (VI) For applicants included in the database of the national unified registration system, as long as they fill in the required registration information during online registration and complete the payment online, the registration is finalized; no further documents need to be submitted for qualification review. (7) All cities and provincial registration centers shall carefully examine the original documents submitted by new applicants. For the copies provided as required, the examiner must sign and affix an approval stamp after confirming that everything is correct. Any relevant materials that are not signed and stamped with the approval seal as required shall be deemed invalid. (8) From April 8 to 14, applicants can log in to the registration website to download and print their admission tickets. VI. Fees (I) In accordance with the provisions of the \"Notice of the China Engineering Consulting Association on Issues Related to the Professional Qualification Examination for Consulting Engineers (Investment)\\" (Zhongzi Xie Ban No. 102), the fee for taking the professional qualification examination for consulting engineers (investment) is considered a service fee, to be collected by the China Engineering Consulting Association. The fee rate is 130 yuan per person per subject for objective-type questions, and 150 yuan per person per subject for subjective-type questions. (II) The invoiced receipts are issued uniformly by the China Engineering Consulting Association and mailed out. VII. (II) The 2016 examination still used the 2008 version of the \"Qualification Examination Syllabus for Registered Consulting Engineers (Investment)\". New additions to the 2016 examination include: 1. **The Central Committee’s Decision on Several Major Issues Concerning Comprehensively Deepening Reforms** ; 2. **The Central Committee’s Recommendations on Formulating the 13th Five-Year Plan for National Economic and Social Development ; 3. **New Urbanization Plan (2014-2020)** ; 4. **Procedures for Approving Investment Projects (Order No. 11 of the National Development and Reform Commission, 2014)**. (III) For the 2016 Professional Qualification Examination for Consulting Engineers (Investment), the 2012 edition of the \"Reference Materials for the Qualification Examination for Registered Consulting Engineers (Investment)\" will continue to be used. The distribution of textbooks has now begun; please purchase them from the Provincial Engineering Consulting Association. The Jiangsu Provincial Engineering Consulting Association is the only pre-exam training institution in Jiangsu Province approved by the National Committee for the Management of Professional Qualifications for Consulting Engineers (Investment) (Document No. Guan Fa Zi [2003] 01). The Provincial Engineering Consulting Association will continue to select senior professors from relevant universities as well as experts from related engineering consulting firms. It will summarize and share the experience gained over 11 years in organizing the qualification exams for consulting engineers (investment), and between February and March 2016, it will provide explanations and guidance on the key points, uncertainties, and difficulties associated with the 2016 exams. Training is on a voluntary basis; organizations and individuals who are interested are requested to fill out the \"Application Form for Pre-exam Guidance for the Professional Qualification Examination for Consulting Engineers (Investment)\\" (Appendix 3).
