Generally, flow meters are installed, but for measurement at the time of handover, professional inspection services are used, or it is more accurate to rely on the volume recorded in the storage tanks for such handovers.

Personally, I think it is better not to set it up. The reasons are as follows: 1. Currently, for measurement handovers, unloading is based on measurements taken in the ship’s holds, while loading is based on measurements taken at shore-based tanks; a certificate issued by a third-party inspection agency is required for this to be valid； 2. Even if the flow meters for both the raw materials and the products are installed at the front end of the terminal storage tanks, and both the flow meters and the oil storage tanks have been calibrated, the terminal party will not acknowledge any discrepancies that occur after oil transfer. It can only be used for reference and comparison ； 3. Installing flow meters in the pipes reduces the efficiency of the pump and increases the pressure loss in the pipes ； 4. The accuracy of flow meters is relative, not absolute. It is affected by factors such as the flow rate, pressure, and density of the fluid in the pipeline

We all set this up as part of the trade handover process; both parties compare the details, and verification can be carried out in case of any doubts

We are not involved in trade transfers; it is a reverse transportation relationship. Even when a flow meter is used, it serves a comparative purpose.
