Lubricating oil water ingress in steam turbine unit

A few days ago. Our workshop equipment technician noticed that the return oil from our condensing steam turbine was emulsified; when the valve at the bottom of the lubricating oil tank was opened, it was found that the tank was filled with water. . . . It took three days and three nights using an oil filter to get it fixed. . It is suspected that water got in through the steam seal. . Are there any other possibilities? For example, turning off the oil quickly?
It could be: 1. Rainwater entering the high-level fuel tank； 2. The fuel tank is not properly sealed, allowing rainwater or cleaning water to enter. ； 3. The fuel dispenser contains water ； 4. There is water in the lubricating oil tank during refilling.
Lubricating oil may enter the system, possibly through the steam seal.
Check the high-level oil phase; once, the lid on the tank at that high level wasn’t closed
Check whether there are any perforations in the lubricating oil cooler tube bundle.
Checking the high-level fuel tank shows no problems. The oil pump pressure is also higher than that of the circulating water, so it’s probably not a leak in the oil cooler
Our factory’s back-pressure steam turbines may leak more water from the shaft seals, especially when the seal extraction system is not in use during warm-up.
