Issues with automatic valve opening adjustment

Dear experts, during the adjustment of automatic valves, I was wondering if anyone has encountered a similar issue: during the process of increasing the valve opening, the opening first decreases, then increases, before finally reaching the set value. If the valve opening is increased from 27.8% to 28%, the actual behavior on site is that it first drops from 27.8% to 27.5%, then rises to 29.2%, and finally slowly drops back to 28%.
The adjustment process is an oscillatory process, and it requires several oscillations to stabilize at the given value.
:)I’ve studied it; is the answer correct?
This is related to the control mode you choose and the settings of the PID parameters....
But my valve operates in manual mode; if it were in automatic mode, it might be related to the PID settings.
