Safety valve for water systems

Gentlemen: Should the discharge outlet of the safety valve in the water system be directed upward into the air, or downward into the gutter? During the inspection by higher authorities, it was stated that we need to take into account the emission of harmful gases due to internal leaks in the heat exchanger tubes, and therefore we are required to change the direction of the discharge outlet of the water system’s safety valves. Which specification provides detailed instructions? I earnestly ask for your advice.

The safety valve of our coke gas-based LNG hot water system is vented to the atmosphere.
Once it takes off, won’t it spray the hydrothermal fluid all around? I think the design should be flush-mounted, but I’m struggling to find a basis for it.
It should be led to the gutter; that’s what we do.
