How to adjust overheating in a reformation four-in-one furnace

The wall temperature of furnace F702, a 1 million-ton reforming four-in-one unit, fluctuates constantly at 600±50 degrees. The burners are side-burning, with 12 on each side. Reducing the gas flow on the over-temperature side didn’t result in a drop in temperature – why? Other temperatures are normal. How should it be adjusted?
Negative pressure? Are the dampers okay?
No. All other temperature measurement points are normal; only this one shows constant fluctuations in temperature. Is it a problem with the burner?
There might be a problem with the damper; check it.
In my opinion, is it possible that there is localized coking leading to overheating, or that the instruments are malfunctioning?
