The activity plan titled \"Everyone is a Safety Officer; There Are No Violations in My Field of Vision\" developed by the Kuqa Branch of Hubei Jinshi Refining and Chemical Construction Co., Ltd., was formulated to ensure the smooth progress of safe production at the branch and among its contractors, to further strengthen the safety responsibilities of all employees, to foster among them good safety practices based on the principle of \"think seven times before acting,\" and to genuinely enhance the awareness and ability of all employees to manage safety independently. I. Objectives of the activity: To implement the concept of full participation, comprehensive management, and thorough supervision in safety production, to encourage everyone to fulfill their responsibilities at their respective positions, to improve their operational skills, to identify potential hazards on site, and to abide by the rules and regulations related to their jobs ； Ensure that everyone meets the required operational standards, that the management processes are up to standard, and that there are no violations; thereby achieving strict on-site control at high standards and promoting the company’s safe and efficient development. Through this initiative, a strong sense of responsibility among employees is gradually cultivated, so that potential hazards in the safety production process can be identified and addressed promptly, management errors and unsafe behaviors can be corrected, and a culture of full participation by everyone in ensuring safety production is established, with each person bearing responsibility ； A good safety atmosphere that everyone values. II. Theme of the event ； “Everyone is a safety officer; there are no violations within my field of vision. III. Organizational structure: Team leader: Bian Heping, Meng Zhanfeng. Deputy team leaders: Zhang Xianfeng, Zhao Zhongke, Liu Bin, Wei Wenbo. Members: Team leaders of various shifts and persons in charge of each contractor. IV. Duration of the campaign: 2016. V. Start date of the campaign: April 5, 2016, at 9:30 a.m. Method of initiation: All employees (including those from contractors) will be gathered to sign on the banner that reads “Everyone is a safety officer; there are no violations within my field of vision”. The team also promotes the role of voluntary safety officers to enhance awareness of safety discipline at work, ensuring that no violations occur during the team’s daily safe production activities. VI. Activity Content ； 1. Attach stickers that read “Everyone is a safety officer; there are no violations within my field of vision” on both sides of each employee’s safety helmet. 2. Before the daily shift handover meeting, the on-duty shift leader designates an employee from that shift to serve as the shift’s volunteer safety officer, who then participates in the pre-shift meeting organized by the shift leader. 3. The designated safety officer must earnestly fulfill the duties associated with his role during daily production activities, by identifying potential hazards and violations on-site. 4. The designated safety officer is responsible for registering the identified safety hazards (once a hazard is detected, it must be verified by the shift supervisor, who shall also determine the person responsible and set a deadline for addressing it), and oversee the process of resolving those hazards ； Appropriate rewards shall be given to the safety officers responsible for addressing the identified hazards as required. 5. The mandatory safety officer has the right and duty to stop and report violations. Employees who participate in the company’s voluntary safety officer program should thoroughly carry out hazard inspections and report any violations of safety rules ； The company will reward employees who perform outstandingly in the activities, depending on the circumstances. 6. Employees who participate in the company’s voluntary safety officer program should commit themselves wholeheartedly and actively seek to learn from other teams with an open mind* ； By comparing one’s own daily work, identifying gaps, learning from others’ strengths, and addressing weaknesses, one can bring the good practices, positive attitudes, and efficient production organization methods of other teams to one’s own team, thereby continuously promoting its development and improvement. 7. All employees should enhance their safety awareness, actively participate in the “Everyone is a Safety Officer” initiative, and proactively identify potential hazards and report any violations during their daily work. 8. For the selection and evaluation of outstanding voluntary safety officers, a one-vote veto system is applied; employees who commit violations, safety incidents, operational errors, fail to properly address potential hazards, or have issues with labor discipline during the month in question will be disqualified. 9. Regarding the assessments carried out during the event, all safety and production management regulations set by the branch company must be strictly followed.
