A major hazard source refers to a unit that permanently or temporarily produces, transports, uses, or stores hazardous substances in quantities equal to or exceeding the critical level. A unit refers to one set of production facilities or sites, or several sets of such facilities or sites that belong to the same production and operation entity and are within a distance of less than 500 meters from each other. To install such a device, the device itself does not constitute a major hazard source; it is only considered one because there are major hazard sources within a 500-m radius around it, and they all belong to the same production and operation unit. Does this set of equipment constitute a major hazard source?
