Vertical English letterhead, left, right?

After reading Yame’s travel post, I thought of the issue of the vertical orientation of the text. When using CAD software, the text label faces to the left ； On park signs in China, however, the text starts from the right. So, is it really a *habit issue, or a software issue?
The park is to the right; are you going to change that?
There should be a unified rule; individuals tend to turn their heads in such a way that it feels more natural to turn right.
I really haven’t studied this before; could you explain it to us once you understand it?

It’s just like book binding: for horizontal pages, should it be to the left or to the right?
I don’t understand it either; I see signs like this in many places.
Just imagine, if the character starts on the left, does that mean it should be read from bottom to top?
