Problems with gas or steam flow control systems

Everyone, I am currently facing a problem while configuring the DCS system for gas or steam flow control: should the PV value in the flow control system be the actual measured value, or the actual value after temperature and pressure compensation? These two values are definitely different; please share your experiences, thank you!
This is generally done after compensation; steam and gases are more accurate only after temperature and pressure compensation
Of course, it’s the actual value after temperature and pressure compensation; otherwise, there’s no need for such compensation at all.
