Should this document be included in the commercial proposal or the technical proposal? MTC is the abbreviation for Material Test Certificate; it generally provides a description and summary of the material’s chemical composition, mechanical properties, and testing results. Whether it should be included in the commercial proposal or the technical proposal depends on the stage of the bidding process you are involved in and the client’s objectives. If the client wants the MTC to serve as a reference to your past experience, then it can be included in the commercial proposal； If the customer’s goal is to understand the quality and testing of your products, then submitting a technical proposal might be more appropriate.

I communicated with the customer later on and also checked what other clients require regarding MTC files; in most cases, they need these files to be provided along with the goods at the time of shipment. So, it is positioned as a technical bid from that perspective. As an additional note: This is how our company handles such requests. If a client asks for documents such as WPS, RT, DPT, and MTC, we will provide them in accordance with the EN10204-Type3.1 standards. Note: EN10204-Type3.1 means that if a metal material manufacturer has obtained ISO 9001 certification and its metal materials comply with European material standards, then this manufacturer can issue EN10204-3.1 material certificates to its customers.
I’m sorry; I haven’t been involved with HaiChuan for a long time. It’s possible that the answer to your question has already been found. However, the EN10204 3.1 certificate imposes requirements on the qualifications of the factory. For more details, you can refer to the PED/97/23/EC regulation.
