Is a wire plug installed behind the check valve on the utility pipes?

In process units, utility pipelines are often connected to equipment or pipelines containing flammable gases, flammable liquids, or liquefied hydrocarbons. A 3-valve assembly is used for such connections, with a normally open inspection valve placed between the two isolation valves. Is the inspection valve normally open or of the CSO type? Is a plug installed at the end of the inspection valve? Personally, I think it shouldn’t be added, but it is included in many projects; I’m quite confused. I hope experts can help answer this :)
It’s just not added, but many factories close the check valve you mentioned, or even install blind flanges, and reopen it when it’s needed
