What scale does a hydrogen production plant with a capacity of 20,000 standard cubic feet per hour belong to? Large, medium, small?

I’m not sure if there’s a standard; 20,000 should be considered small, while those over 100,000 are large, just my personal opinion.
It should be considered small; in our plant with a processing capacity of ten million tons, 80,000 cubic meters of hydrogen are produced, but the capacity isn’t fully utilized.
