Regarding the issue of venting hydrogen and adding steam

Dear sea friends: I have been working on a hydrogen pipe design recently, and an experienced colleague advised me to include a vent for the hydrogen pipes. Due to current safety requirements, steam is also required; the steam pipe is usually placed in front of the vent flame arrester for fire suppression purposes. I’ve heard that this practice is mentioned in some documents, but I can’t remember where I saw it. I would be extremely grateful if an expert could tell me the source of this statement! !

I looked up GB4962-2008 but didn’t find anything related to it. Emissions 8 are not mentioned here either.
We don’t have just steam; we also have nitrogen pipes. Fires can easily break out due to the excessive release of hydrogen gas from electrolysis, as there isn’t enough use for that gas.
Do so much. But now, for these practices, there are no relevant regulatory requirements; what should be done if the owners are unwilling to carry them out?
