Sludge has formed in the oxidation ditch – how to deal with it?

For municipal domestic wastewater, a three-channel oxidation ditch system is used, along with butterfly aerators. A few aeration pushers were installed not long ago, and these days there is a lot of sludge floating in each channel. The sludge discharge valves in the plant do not work properly, preventing the sludge from being discharged; the sludge sedimentation ratio is low, and no filamental bacteria have been found in the sludge. What is the cause of this situation, and how can it be resolved?
It might be caused by the aeration pusher, preventing the sludge from settling.
