Dangerous goods loading issue

Hello everyone. Our oil depot has a rule stating that during the loading of refined oil, the escort personnel are not allowed to open the cylinder caps for measurement; meanwhile, drivers are not permitted to leave the loading area during this process. At present, many drivers are violating these two rules. The company’s management has asked me to find **standards or industry guidelines** related to these rules in order to have more convincing evidence. Does anyone know who could help with this?

During loading, oil vapors escape; opening the containers for measurement can generate static electricity, leading to explosions. Those who are reckless enough to continue working despite this can sign an agreement requiring them to abide by safety rules. In our company, the Safety and Environment Department is in charge of enforcing these rules – anyone who violates them is fined 5000 yuan and given a warning. If they still don’t comply, security is called to remove them from the site, and loading is not allowed
That’s the case with drivers these days; although they go through training to obtain their licenses, many do it just for the sake of getting the license without actually learning anything

The key is whether the filling measurement is accurate; drivers checking the contents also helps to prevent overfilling. As for drivers leaving the site without permission, it’s necessary to strengthen management systems – indeed, drivers are one of the main persons responsible for filling~~
