The first phase of this project involves a refinery capable of processing 15 million tons per year of Russian crude oil, along with associated chemical processing facilities; it came online officially after Russia and China signed an agreement in January 2018 to supply additional Russian crude oil to China； Phase 2 will take another 3-4 years to build a second set of refining units, so that by 2022, a refining capacity of 25 million tons per year or more will be established in Nishinakajima. 2. Sinopec Gaqiao Petrochemical Caojing Integrated Refining and Chemical Project in Shanghai: 20 million tons per year of refining capacity (15 million tons per year for refining + 5 million tons per year for lubricant production), along with 1 million tons per year of ethylene and related downstream processing facilities. 3. CNOOC Huizhou Refining and Chemical Project Phase II in Guangdong: Building on the Phase I facility with a refining capacity of 12 million tons per year, this phase adds another 10 million tons per year of refining capacity and 1 million tons per year of ethylene production capacity. 4. Sinopec Gulei Integrated Refining and Chemical Project in Fujian: 16 million tons per year of refining capacity, 1.2 million tons per year of ethylene production, plus 27 other chemical processing units. 5. Sinopec Caofeidian Mega-Refining Project in Hebei. 6. Sinopec Lianyungang Integrated Refining and Chemical Project in Jiangsu: The project is developed in two phases, with a total refining and chemical processing capacity of 32 million tons per year; Phase I includes 12 million tons per year of refining capacity, while Phase II expands this capacity by another 20 million tons per year. 7. Sinopec Zhenhai Integrated Refining and Chemical Project in Ningbo, Zhejiang: An expansion project that results in 15 million tons per year of refining capacity and 1.2 million tons per year of ethylene production capacity

The First China Petrochemical Integration Symposium, organized by Yaha Consulting, will be held on June 15-16, 2016, in Xiamen and the Gulei Petrochemical Park. The meeting will discuss the trends in the refining and chemical integration industry during the 13th Five-Year Plan period ； Global and Chinese oil products, olefins, and aromatics market outlooks ； Future plans for integrated refining and chemical projects in China ； Discussion on the combination of naphtha cracking and MTO ； Market potential and rational planning for key petrochemical products ； Low-cost hydrogen production solution for integrated refining and chemical processing ； Safety and environmental protection issues related to integrated refining and chemical processing, etc. The conference will also include a visit to the Gulei Petrochemical Industrial Park, one of the seven major petrochemical bases.
Can all these projects start during the 13th Five-Year Plan period? Will the production capacity be too large?
As a major chemical industry province, Shandong doesn’t have a single petrochemical complex among those that made the list. . Local refineries have to rely on themselves. . . .
The seven major bases are indeed correct, but there are some differences regarding the entities responsible for their construction – were they all built by the three major oil companies? There is also the 40 million tons per year oil refining facility in Zhoushan...
Which company is in charge of Caofeidian Refining and Chemicals?
I think the reason Shandong hasn’t developed such facilities is due to the influence of local refineries there; besides, Lianyungang is already located near Shandong. Several major bases are located along the coast, indicating that this oil-importing country is set to take further steps in this direction.
There are too many petrochemical bases and chemical industry parks in various places~~
It seems there’s no progress on the Gulei side; everyone has moved away instead.
