What to do if it rains while the chromium-molybdenum steel is being cooled after welding heat treatment?····

Dear experts, last night, a process pipeline in our factory (made of A335-P11 material) was welded, followed by post-weld heat treatment. The heat treatment process was stopped when the temperature dropped to 400°, and the pipeline was allowed to cool naturally while covered with insulation; it was around 3:15 at that time. Then, heavy rain started falling at 6 o’clock, and no shelter was installed. I’m not sure whether this constitutes quenching, and I wonder what impact it might have on the quality of my welds. Please give me some advice, thank you.
Was the weld insulated at 400°? It should be fine as long as no water gets in, right?……
Heat treatment itself does not reach the temperature at which phase transformation occurs; limiting the heating and cooling rates is mainly to prevent the generation of new stresses
