Static grounding issues in oil pipelines

Our facility uses vacuum diaphragm pumps (which do not have motors) to draw lubricating oil (with a flash point of 216 degrees Celsius), which then enters the equipment through pipes (the pipes are short, not the kind of long-distance pipelines used in oil companies). Is it necessary to consider grounding to prevent static electricity buildup and to carry out bonding? ? ?
It should be necessary; it can’t be determined by the length of the pipe
Are there any provisions in laws and regulations?
I’m mainly worried that since the liquid has a high flash point, static electricity might ignite it

No static connection is required if the flash point is greater than 150 degrees
