In chemical plants, should vehicle loading/unloading stations for hazardous materials take into account the amount of liquid that can leak from a single tank in the event of an accident (i.e., a capacity of 30 cubic meters for the waste liquid storage area or containment structure)? The railway loading specifications include tanks with a zero level, but there are no corresponding specifications for road loading and unloading stations. How should this be addressed?
