Is the flow velocity of the fluid in a pipe related to the medium? If the fluid in the pipeline is lubricating oil, what is the maximum flow velocity? :), if it’s fresh water, can the flow rate be infinitely high?
The flow rate cannot be infinite; when choked flow is reached, increasing the differential pressure will not increase the flow rate.
Different media have appropriate flow velocity ranges under different operating conditions; refer to: Pipe diameter selection HG-T 20570.6

Theoretically, flow rate is just a number that can be infinitely large; however, in practice, the flow resistance increases exponentially as the flow rate rises, making it impractical to transport such fluids. PS: The recommended flow rates vary for different types of media, and this is certainly related to the properties of those media; the most direct factor here is the difference in kinematic viscosity.
The Standard for Design Specifications of Steam and Water Piping in Thermal Power Plants (DLT5054-1996) recommends economic flow velocities for different media and pipe diameters.
