In a considerable number of enterprises, the \"Enterprise Security Management Department\" has become a \"Comprehensive Management Department\". They all undertake other managerial functions of the enterprise to varying degrees. Through participating in inspections conducted by safety supervision agencies, the author found that specialized safety management organizations assume, to varying degrees, the following responsibilities for enterprises: 1. Fire management responsibilities. Theoretically, fire safety is one aspect of safe production, or rather, a subset thereof. However, their competent authorities are different; one is the work safety supervision department, and the other is the public security fire department. Their management systems and management theories also vary. The Work Safety Law stipulates that production and business enterprises shall establish work safety management institutions or appoint full-time work safety managers. The Fire Protection Law also stipulates that key units for fire safety shall appoint a fire safety manager to organize and carry out the fire safety management work of such units. Article 15 of the Ministry of Public Security’s “Regulations on Fire Safety Management in Government Agencies, Organizations, Enterprises, and Institutions” also stipulates that key units for fire safety shall establish or designate a department responsible for overseeing fire safety matters, and appoint full-time or part-time fire safety managers ； Other entities shall appoint full-time or part-time fire safety managers, and may designate a functional department responsible for the overall management of fire safety matters. In small and medium-sized enterprises, the general safety department is usually responsible for fire management. Their safety management personnel also generally hold a dual role; when dealing with the safety supervision authorities, they act as full-time safety officers ； When facing the public security fire department, they become full-time firefighters. 2 Responsibilities for the safety of special equipment: Article 13 of the Law on the Safety of Special Equipment stipulates that the entities responsible for the production, operation, and use of special equipment, as well as their principal persons in charge, are accountable for the safety of such equipment. Units engaged in the production, operation, and use of special equipment shall, in accordance with **relevant regulations**, assign safety management personnel, inspection personnel, and operational staff for such equipment, and provide them with the necessary safety education and skill training. In some companies, the responsibility for the safety management of special equipment is also placed within the safety management department. Not only that, but the safety responsibilities related to special equipment are also clearly stated in the official documents issued by the safety management department. 3 Responsibilities for maintaining public order and security: In accordance with Article 4 of the Regulations on Public Order and Security within Enterprises and Institutions, people’s governments at all levels at or above the county level shall strengthen their leadership over public order and security efforts within the units in their respective administrative regions, urge public security agencies and relevant departments to carry out their duties in accordance with the law, and promptly coordinate the resolution of major issues related to public order and security within those units. Article 6 stipulates that entities shall establish security organizations or assign full-time or part-time security personnel according to the needs of their internal security work. Therefore, many companies have also assigned security responsibilities to their safety management departments. 4 Environmental Protection Responsibilities At present, the safety management departments of many pharmaceutical and hazardous chemicals companies are generally named as “Safety and Environment Department”, “Safety and Environment Section”, “Safety Monitoring Division”, etc. Although the author did not find any provisions in existing legal texts requiring enterprises to establish environmental protection agencies. However, as can be seen from the company’s organizational name, the environmental responsibility of the company has once again been placed on the safety management department. 5 Traffic Safety Responsibilities: Some companies have a large number of motor vehicles on their premises. An enterprise’s safety management department refers to the internal unit within a production and operation entity that is specifically responsible for the supervision and management of work safety, with its staff consisting of full-time safety management professionals. Article 22 of the new Work Safety Law stipulates that the work safety management departments and work safety managers of production and business operations entities shall perform the following duties: (1) Organize or participate in the formulation of the entity’s work safety regulations, procedures, and emergency response plans for work safety accidents ； (II) Organize or participate in the work safety education and training within the unit, and keep accurate records of such education and training activities ； (III) Supervise the implementation of safety management measures for major hazard sources within the unit ； (IV) Organizing or participating in emergency rescue drills within the own unit ； (5) Inspect the unit’s safety production conditions, promptly identify potential hazards related to production safety accidents, and propose suggestions for improving safety production management ； (VI) Preventing and correcting illegal acts such as giving orders that compel risky operations and violating operating procedures ； (7) Supervise the implementation of safety improvement measures within the unit. The author believes that it is clear that the \"enterprise safety management department,\" which should be dedicated to this task, actually bears a great number of responsibilities in practice; should any of these responsibilities fail, the enterprise’s safety management department will face accountability and even severe legal consequences. The enterprise safety management department is responsible for safety supervision and management within the company’s production processes. However, the author would like to say that a “corporate safety management department” should by no means become the company’s “general management department”.
