I’m not sure where the original poster got the concept of “classification without certification”; it probably refers to pressure vessels that comply with Article 1.4.2 or 1.4.3 of TSG R0004-2009. These pressure vessels only require the manufacturer to have a manufacturing license; no other requirements, such as supervision during production, registration for use, or regular inspections, are necessary. It should be noted that clauses 1.4.2 or 1.4.3 from the original fixed-volume code have been removed in the new TSG 21-2016 large-volume code. In other words, after the implementation of TSG 21-2016, pressure vessels that meet the requirements of clause 1.4 must undergo supervision and inspection during the manufacturing process; however, no inspections are carried out during use, and it is the responsibility of the entity using such pressure vessels to ensure their safe management. Pressure vessels that meet the requirements of clause 1.4 were previously classified as Class I, and the Large Vessel Code requires classification in accordance with Appendix A.

The supervision and inspection certificates for pressure vessel manufacturing are different from the operation permits. First, it’s necessary to figure out what type of certificate it is.

I often hear manufacturers say this; I’m not quite sure what this certificate refers to – is it a usage permit?

I’m not entirely clear either about the concept of class-based evidence collection. I often hear people from manufacturing plants say that. I have now designed a laboratory device of around 50 liters in size, which falls within the specified volume range; it is classified as Category 1. Can such a small testing device be used right after it’s manufactured by oneself? Is it still necessary to report this to the boiler inspection agency?

For equipment subject to fixed-volume regulation, what certificates does the boiler inspection agency provide after completing the inspection of such equipment? Supervision certificate? A permit? I’m not very clear about this kind of procedural approach; I hope you can give some guidance

The pressure vessel is manufactured in the factory, and the inspection agency conducts supervision inspections during manufacturing; upon passing these inspections, the agency issues a certificate of supervision inspection for the manufacture of the pressure vessel； After pressure vessels that have passed the manufacturing supervision inspection are sold to the users and pass the installation supervision inspection, the pressure vessel use certificate is issued by the boiler inspection agency.

What are the specific operating pressure, design pressure, design temperature, working medium, and application of the equipment? Volume size is not the only parameter for judgment. If it falls under the scope of Article 1.4 of the Fixed Capacity Regulations, no reporting is required when using the equipment ； If it falls under the scope of ASME Section I, Division 1, Rules 1.4.2 or 1.4.3, supervision of the equipment manufacturing process is also not required.

For the manufacturing unit, what is issued are the certificate of conformity and the supervision and inspection certificate in accordance with GB150.4-2011, clause 13.1.2; the exit documentation includes the certificate of conformity for the container product as well as the supervision and inspection certificate for the manufacture of special equipment
