Maximum allowable plate thickness

I would like to ask, what does “maximum allowable plate thickness” mean? GB50341 mentions this, but it doesn’t provide an explanation. It would be great if you could tell me which standard defines it; thank you.
All materials are listed in the GB150-2011 material table, and each material is specified with a thickness range, where the maximum thickness represents the highest allowable thickness. I don’t know if you understand?

Does this mean my nominal thickness needs to be within this range, or some other thickness?
