What is the connection type between the Roots blower and the foundation?

During the technical discussion with the fan manufacturer today, I noticed a problem: the connection between the Roots pump and its foundation uses expansion bolts plus shock absorbers. Is this approach in line with all the regulations? I remember that moving equipment is always fixed using anchor bolts. Thank you!
The vibration and forces acting on rotary vane fans are primarily horizontal rather than vertical. Shock absorbers are mainly used to reduce noise; in rotary vane fans with moderate power levels, the expansion effect is sufficient to counteract the horizontal forces.
