The “Opinions” represent another important document issued by the State Council, following the “Decision of the State Council on Further Strengthening Work Safety” (Guo Fa No. 2, hereinafter referred to as the “Decision”) and the “Notice of the State Council on Further Strengthening Enterprise Work Safety” (Guo Fa No. 23, hereinafter referred to as the “Notice”). They fully reflect the high level of emphasis placed by the Party and the State Council on work safety. From a strategic and overall perspective of thoroughly implementing the Scientific Outlook on Development, the \"Opinions\" further emphasize the great significance of safe development and the extreme importance of work safety.
