I often hear about explosions of boilers, pressure vessels, pressure pipelines, and so on in various places, and I want to ask: if such equipment does explode and many people die, what extent of responsibility does the welding engineer at the manufacturing plant bear? Will they be arrested and sentenced?
Many people died, and sentences were necessary; Tenglong Aromatics is just an example...
Personally, I think there must be a reason – why would it have to be the welding supervisor? There is process qualification assurance. If it’s a device issue, at most the legal representative and the quality assurance officer are involved.
Important pressure pipelines must be X-rayed after welding; if the X-ray inspection shows no issues, what does that have to do with the welder?

If the safety or quality management systems stipulate clearly that welding engineers bear full responsibility for the selection of welding materials, welding procedures, the preparation and review of procedure qualification reports, as well as the supervision of welding quality, and if it is determined that the cause of the explosion was a welding-related issue, then punishment is inevitable.
