Eligibility criteria for taking the Equipment Supervisor Examination
(I) Conditions for taking all subjects (four subjects in total)
Any citizen of the People’s Republic of China who abides by laws and regulations, has been evaluated and appointed to the professional technical position of engineer in accordance with the “Provisional Regulations on the Professional Titles of Engineering and Technical Personnel,” and meets one of the following conditions may apply to take the Certified Equipment Supervisor Qualification Examination:
1. Hold a secondary vocational school diploma in an engineering-related field, and have accumulated at least 20 years of work experience in the field of equipment engineering. 2. Hold a junior college diploma in engineering and technology; have a cumulative 15 years of work experience in the field of equipment engineering. 3. Hold a bachelor’s degree in engineering technology, with at least 10 years of experience in equipment engineering. 4. Hold a master’s degree or higher in engineering technology, with at least 5 years of cumulative experience in equipment engineering. (II) Conditions for exemption from certain subjects (taking only two subjects): Individuals who meet the eligibility criteria for the Registered Equipment Supervision Engineer Professional Qualification Examination and were appointed to the professional technical position of Senior Engineer by the end of 2002 may be exempted from taking the two subjects “Fundamentals of Equipment Engineering Supervision and Related Knowledge” and “Contract Management in Equipment Supervision”. They need only take the two subjects “Quality, Cost, and Schedule Control” and “Comprehensive Practices and Case Analysis in Equipment Supervision”. Foreign nationals and professionals from Hong Kong, Macao, and Taiwan who have been approved by relevant State Council departments to work within the People’s Republic of China may also register for the Qualification Examination for Certified Plant Supervisors, provided that they meet the relevant regulations and the requirements set forth in these Provisions. II. Examination locations
Examination centers across the province are located in Guangzhou. The detailed exam address shall be as indicated on the admission ticket. III. Application Requirements The application requirements are in accordance with the Notice issued by the former Ministry of Personnel and the General Administration of Quality Supervision, Inspection and Quarantine (Guo Ren Bu Fa [2003] No. 40). (1) Requirements for taking all 4 subjects (the category for those who need to take all exams): Any citizen of the People’s Republic of China who abides by **laws and regulations, has been appointed to an engineering professional position in accordance with the Provisions on the Tentative Appointment of Engineering and Technical Personnel, and meets one of the following conditions may apply to take the Certified Equipment Supervision Engineer qualification exam. 1. Hold a secondary vocational school diploma in engineering and technology; have a cumulative 20 years of work experience in the field of equipment engineering. 2. Hold a junior college diploma in engineering and technology; have a cumulative 15 years of work experience in the field of equipment engineering. 3. Hold a bachelor’s degree in engineering technology, with at least 10 years of experience in equipment engineering. 4. Hold a master’s degree or higher in engineering technology, with at least 5 years of cumulative experience in equipment engineering. According to the regulations, the deadline for professional work experience is December 31, 2017. (II) Conditions for exemption from certain exams (level: exemption from two subjects) Those who meet the above application requirements and have been appointed to the professional position of senior engineer by the end of 2002 are exempt from the exams in “Fundamentals of Equipment Engineering Supervision and Related Knowledge” and “Equipment Supervision Contract Management”. They only need to take the exams in “Quality, Cost, and Schedule Control” and “Comprehensive Practice and Case Analysis in Equipment Supervision”. (III) Foreign nationals and professionals from Hong Kong, Macao, and Taiwan who have been approved by relevant State Council departments to work within the People’s Republic of China may register for the examination and apply for registration, provided they meet the **relevant regulations and eligibility requirements. (IV) In accordance with the provisions of the former Ministry of Personnel’s “Notice on Issues Concerning the Participation of Residents from ** and Macao in the Nationally Unified Qualification Examinations for Professional and Technical Personnel” (Guorenbu Fa [2005] No. 9) and the joint notice issued by the former Ministry of Personnel and the Taiwan Affairs Office of the State Council titled “Notice on Issues Concerning Opening Certain Professional and Technical Qualification Examinations to Taiwan residents” (Guorenbu Fa [2007] No. 78), residents from **, Macao, and Taiwan who meet the relevant requirements for the Certified Equipment Supervisor Examination may register for the examination in accordance with the prescribed procedures and requirements. IV. Registration and Application Process (I) Registration and Payment 1. This exam adopts a nationwide unified online registration system. Candidates can register by logging on to the China Personnel Examination Website or the registration portal of the online application system. The deadline for entering information online and making payments is from 9:00 on July 3, 2017, to 17:00 on July 21, 2017. 2. The examination fees are charged in accordance with the provisions of Yue Fa Gai Jia Ge [2017] No. 251 and Letter No. [2015] 278 from the Department of Human Resources and Social Security. The fee for objective questions is 73 yuan per subject, while the fee for subjective questions is 77 yuan per subject. (II) Application process
1. User registration and uploading of electronic photos. Candidates accessing the registration website for the first time should register in accordance with the website’s requirements (it is necessary to provide one’s own contact number), sign the \"Candidate Application Commitment Letter\" (Attachment 1), and fill out the \"Work Experience Resume\" (Attachment 3). Candidates who have completed registration should log in to the system directly to fill in their application details. The electronic photo uploaded by the candidate must be genuine; in addition to being archived, it will also be used to prepare the admission ticket and certificate, and it cannot be modified once uploaded. After passing the exam, candidates do not need to submit a paper photo again. Before uploading their photos, candidates should first download the photo review and processing software from the registration website to process their photos, and then upload the photos that have passed the review (after conversion). Photo requirements: A recent one-inch front-facing ID photo of the applicant taken within the past six months, with a red, blue, or white background, in JPG or JPEG format (file size over 30K, resolution of at least 300*215 pixels); the converted photo should be under 15K in size. 2. Submission and confirmation of registration information. Candidates log in to the registration system, fill in their personal information as required, and confirm it. Anyone who fails the review due to inaccurate or false information provided shall bear the corresponding responsibility. In accordance with the principle of applying based on the place of residence, those who work for provincial-level agencies (organizations whose names include \"Guangdong Province\" or are enterprises registered with the provincial or **Industrial and Commercial Administration Bureau), central government agencies located in Guangzhou, or military units stationed in Guangzhou should select \"provincial-level\" when registering online. Personnel from municipal units should select their respective cities for registration. 3. Modification of registration information. If candidates wish to make changes to their information, according to the regulations, they can modify their personal details on their own before the registration information is confirmed. For those whose registration information has already been confirmed, they must first cancel that confirmation before they can make changes to the information; once the changes are made, the registration information needs to be confirmed again. To help candidates retrieve their usernames and passwords, modify their registration details, and prevent proxy registration, the online registration platform checks whether the mobile phone number submitted by the candidate is unique in the registration database during the registration or login process; if it is unique, that phone number can be linked to the account. After binding their mobile number, candidates can log in to the system using that number. They will receive a verification code on their bound mobile number for identity verification. Upon successful verification, candidates can view their username, reset their password, and modify their registration information. Candidates who take the exam within the specified time limit and have passed certain subjects should carefully verify whether their file number remains the same as in the previous year. If it differs, their scores cannot be carried over. In such cases, candidates may contact their local personnel examination authority before making the payment to request a correction. However, any requests to amend the archive number information submitted after the exam has been conducted will not be accepted in accordance with **relevant regulations**. 4. Print the application form. After uploading photos, filling in the information, and confirming the registration details, candidates should download and print the “Registration Form for the 2017 Certified Equipment Supervision Engineer Qualification Examination” (Attachment 2, hereinafter referred to as the “Registration Form”). Since the registration process utilizes the national online registration system, after the registration period ends, the system will no longer allow the downloading and printing of the “Registration Form”. 5. Payment. Our province uniformly implements online payment; once the payment is successful, the registration is complete. Failure to pay by the deadline will be regarded as a waiver of registration. Before making an online payment, candidates must reconfirm their application details, such as the level and major they are applying for; otherwise, they shall bear all consequences. 6. After the registration period ends, candidates should submit the “Registration Form” and the “Work Resume Form” to the personnel department of their respective employers for preliminary review, stamping, and safekeeping. Once the preliminary qualifying results for this examination are announced, these forms must be submitted to the local personnel examination authority for further verification of the candidates’ eligibility. When collecting the certificate, obtain the Application Form, Resume, and copies of the review materials as well, and submit them to the relevant department for inclusion in your personal file. V. Printing of Admission Tickets and the Examination
(1) Printing of Admission Tickets
Candidates who have successfully paid the fee online may log in to the China Personnel Examination Network from 9:00 on September 18, 2017, to 17:00 on September 22, 2017, to download and print their admission tickets. Please carefully verify information such as your name, ID number, and photograph. Should any discrepancies be found between this information and that provided in the application form, you must contact the local personnel examination authority prior to the exam for corrections. During the exam, candidates may take the test only by presenting their admission ticket and a valid resident ID card. (II) Examinations
1. The Qualification Examination for Certified Plant Supervision Engineers consists of 4 subjects. Candidates taking exams in 4 subjects (with the level set as “taking all subjects”) must pass all required subjects within two consecutive examination years; those taking exams in 2 subjects (with the level set as “exempt from two subjects”) must pass all required subjects within one examination year. Only after passing all exam subjects and successfully undergoing the qualification review can one obtain the qualification certificate. 2. The subject “Comprehensive Practice and Case Analysis of Equipment Supervision” consists of subjective questions, which should be answered on a dedicated answer sheet. Before the exam, candidates must note the following: (1) Before answering, carefully read the instructions for candidates (on the back cover of the test paper) and the guidelines for answering (on the first page of the designated answer sheet); (2) Use only the prescribed tools for answering; (3) Write answers within the designated areas on the answer sheet. The remaining 3 subjects are all objective questions, to be answered on the answer sheet. 3. In accordance with the **regulations on ensuring the security of qualification examinations for professional and technical personnel**, once the examination begins, candidates are strictly prohibited from entering the examination room; however, they may submit their papers early and leave the room after 2 hours. All candidates are advised to pay close attention to various aspects such as transportation at the examination venue, familiarize themselves in advance with the route to the test site and the location of their examination room, and arrive on time for the exam. 4. The stationery used by candidates during the exam (including black ink pens, 2B pencils, erasers, and pencil sharpeners) as well as wall clocks in the examination rooms are provided by the test center. Candidates need only bring their admission tickets, valid resident identity cards, and calculators without any sound or text-editing functions to the exam. It is strictly prohibited to bring mobile phones, earphones, electronic pens, watches, and other electronic devices. 5. During the examination, candidates must conscientiously maintain order in the examination room, comply with the instructions of staff members, and abide by all examination rules. Any acts of misconduct or violations will be dealt with in accordance with the relevant provisions of the Amendment (IX) to the Criminal Law of the People’s Republic of China and the Provisions on Dealing with Misconduct and Violations in Professional Qualification Examinations (Order No. 31 issued by the Ministry of Human Resources and Social Security). The candidate’s employer will also be notified accordingly. After the examination, the testing authority will employ technical means to identify similar answer sheets. Those identified as such will be deemed to have invalid test results. 6. The ordering of examination books is handled by the Guangdong Talent Exchange Association. Announcement of Results and Review of Scores (I) Announcement of Results and Setting of Passing Standards In accordance with the arrangements made by the Personnel Examination Center of the Ministry of Human Resources and Social Security, the test results are scheduled to be announced at the end of November 2017. Candidates can visit the China Personnel Examination Website to check their scores; the exact date of announcement will be indicated on the website. The passing standards will be based on those set by **. (II) Score Review If a candidate has any doubts regarding their score, they may submit an application for score review to the examination administration agency in the location where they took the exam within 15 days after the release of the exam results; applications submitted after this deadline will not be accepted. VII. Post-examination eligibility review
The post-examination eligibility review is managed on a territorial basis; the entity conducting the review bears full responsibility. The qualification review for candidates who have passed the exams and applied through provincial-level registration centers is conducted by the Provincial Personnel Examination Bureau (the announcement regarding form submission is published on the Guangdong Personnel Examination Website). The qualification review for candidates who have passed the exams and applied through municipal-level registration centers is carried out by the local personnel examination authorities. For the specific contact information of personnel examination agencies under provincial authorities and in various cities, please refer to Attachment 4. Throughout the province, the qualification review for candidates follows a procedure involving self-filling by individuals prior to the exam, preliminary review by their respective units, and subsequent re-evaluation of qualifications by the examination authority after the exam. To improve work efficiency, shorten the review and certificate issuance cycle, and enable candidates to obtain their certificates at an earlier date, after the examination results are announced, we accept and review candidates’ materials based on a preliminary passing criterion of 60% of the total score for each subject. Candidates who have met the preliminary qualifying score in all subjects are requested to, in accordance with the notifications from their respective examination authorities, submit the review materials at the designated locations on time (the list of documents required for eligibility review and related requirements can be found in Attachment 5). Candidates are advised to pay close attention to online announcements and notifications from the examination authorities in their respective regions. If, due to certain reasons, I am unable to go in person and must entrust someone else to submit the documents on my behalf, I must submit a power of attorney (Annex 6). Within one month thereafter, I myself must then go to the submission point to submit the documents. In accordance with the requirements set out in the document issued by the Ministry’s Personnel Examination Center, titled \"Notice on Properly Handling the Preliminary Review for Qualification Exams and the Post-Exam Verification Process\" (Personnel Examination Center Letter [2014] No. 45), candidates who fail to submit the necessary verification materials within the specified time frame are considered to have automatically given up their rights; those who miss the deadline or fail the qualification verification will not be issued certificates. VIII. Certificate Collection and Registration 1. The issuance of certificates in each city is the responsibility of the local personnel examination authority. The issuance of provincial-level certificates is handled by the Provincial Personnel Examination Bureau. Candidates may collect their certificates at the bureau by presenting the original valid resident ID card; in cases of proxy collection, both the proxy’s and the certificate holder’s original ID cards are required. 2. Those who have obtained the professional qualification certificate by passing the 2017 examination should promptly visit the website of the China Association of Plant Engineering and Consulting (www.capec.org.cn) to inquire about registration procedures.
