On November 3, at a seminar held in Changsha on efforts by the Ministry of Housing and Urban-Rural Development to advance engineering technology, it was decided that starting from January 1, 2020, all construction projects in municipalities directly under the central government, provincial capitals, and cities designated as such would have to undergo digital review processes. This means that after 2020, all construction projects in Changsha will also be subject to digital review. According to the initial plan, after January 1, 2020, digital review of construction project plans will be mandatory for all such projects in municipalities directly under the Central Government, provincial capitals, and cities designated as having special status. After January 1, 2025, digital review will be required for all construction project plans in cities at the prefecture level and above.
