Progress has been made in completing the preliminary procedures for Weihe Chemical Company’s ethylene glycol project; recently, the Xianyang Water Resources Bureau issued the \"Approval regarding the water use permit for Shaanxi Weihe Binzhou Chemical Co., Ltd.’s 300,000 tons per year coal-based ethylene glycol production project\" (Xianshui [2016] No. 539). The approval document agrees with the review opinions on the conclusions outlined in the project’s \"Water Resources Assessment Report.\" Some of the key points of the approval are as follows: First, in accordance with the regional water supply plan, the project will use Tingkou Reservoir as its source of water for production and domestic use, with an approved water withdrawal volume of 7.59 million cubic meters ; Secondly, the water quality of the wastewater discharged from the project shall comply with the \"Comprehensive Wastewater Discharge Standards for the Yellow River Basin (Shaanxi Section)\」(DB61/224-2011); the wastewater is sent to the sewage treatment plant in Xinmin Industrial Park ; Third, metering facilities and information transmission facilities need to be installed on the main pipeline for water intake ; Fourth, a water intake project can be put into use only after obtaining a Water Intake Permit. Out of the 9 preliminary supporting documents for the project, 7 have already received **approval from the relevant department, and the approval process for the remaining 2 documents is also in progress.
Environmental impact assessment for Weihua’s 300,000 tons/year coal-based ethylene glycol project approved Author/Source: Date: 2016-10-31 Clicks: 64 A few days ago, the environmental impact assessment for Shaanxi Weihe Binzhou Chemical Co., Ltd.’s 300,000 tons/year coal-based ethylene glycol project was approved by the Xianyang Environmental Protection Bureau. The approval document provides a detailed introduction and sets requirements for twelve aspects, including the basic information of the project and the pollution prevention measures that must be implemented during its construction and operation. The proposed location for this project is within the Xinminyuan Modern Coal Chemical Industrial Park in Bin County. The project covers an area of 600,000 m2. Its main components include gasification units, purification units, and ethylene glycol synthesis plants; in addition, there are various supporting facilities such as water supply and drainage systems, desalination stations, power supply systems, heating systems, and fire protection systems. Environmental protection measures include storage and transportation systems, as well as systems for treating waste gas, wastewater, and solid waste. Once completed, the project will be capable of producing 300,000 tons of ethylene glycol per year. The by-products will include 17,576 tons of crude DMC per year, 5,336 tons of DMO reconstituted fractions per year, 5,920 tons of fusel oils per year, 13,440 tons of light fractions per year, 6,048 tons of heavy ethylene glycol fractions per year, and 4,321.6 tons of sulfur per year. The total investment for the project is 5.495 billion yuan, of which 444 million yuan is allocated to environmental protection measures, accounting for approximately 8.08% of the total investment. With increasingly stringent environmental protection policies and standards, coal chemical projects are also under considerable pressure, and obtaining approval for environmental impact assessments has become a crucial step in the preliminary procedures for such projects. With the guidance and support of its parent company, Binzhou Chemical Company adheres to a circular economic development model that integrates energy use with environmental protection. It put in significant effort during the preliminary design phase of the project, conducting thorough research; it commissioned design firms to prepare the environmental impact assessment report as soon as possible, carefully studied relevant environmental policies and regulations, actively communicated with relevant authorities, and carried out multiple on-site inspections together with the firms responsible for preparing the impact assessment report. After nearly half a year of relentless efforts, it finally obtained approval for the project’s environmental impact assessment, paving the way for the subsequent construction phases of the project. At present, all the supporting documents for this project, including safety assessments, occupational health evaluations, energy efficiency assessments, and soil and water conservation evaluations, have been obtained. The ordering of long-term-use equipment has been initiated, and all the preliminary work for the project is progressing rapidly and in an orderly manner.
