A certain facility needs to be shut down for renovation; for example, the existing oil tanks are removed after the tanks are emptied. After those existing oil tanks (including the pipelines) are taken down, I would like to ask whether a fire permit is still required for any welding or heating work to be carried out on site. In my opinion, it’s no longer necessary to use fire tickets, as the crude oil tanks have been removed and there is no longer any source of flammable gases.
Could there be something like gutters where flammable materials might accumulate? It’s advisable to follow the established procedures.

Most hot work tasks do not involve working with materials, and there may still be some hazardous elements present in the pipelines; 2. The checks prior to performing the task are not limited to just checking for flammable materials ; It is also necessary to verify whether the required fire-fighting equipment is in place, whether blind plates have been installed, and whether there are any other measures such as isolation in the surrounding area ; 3. The issuance of hot work permits involves multiple people and various levels of verification, including some professional checks, to prevent mere formalities from being carried out.
Let’s use an example: after removing or moving all the existing equipment and facilities (tanks, pipes, valves, pumps, buildings, etc.) – with work permits obtained in advance – and rebuilding a new station on the same site, is it still necessary to obtain work permits?
