What is the purpose of the white strip-like objects in the cooling water pipes of the heat exchanger?

It refers to the heat exchanger in a power plant’s condenser: external steam condenses there, while the interior consists of copper tubes through which cooling water flows. The copper tubes have been replaced recently, and something is placed inside these tubes to stir the fluid；
It’s similar to the distributor used in falling film absorption, I guess

It’s probably to prevent scaling and increase resistance
This is generally done to prevent low flow rates in the circulating water from causing sedimentation over time, which could affect the heat exchange efficiency or lead to a decrease in vacuum. The main purpose is to accelerate and prevent deposition.
It looks very much like a turbulence generator, designed to increase turbulence inside the tube and thereby improve heat transfer efficiency.

Could this cause corrosion that affects water quality or clog the pipes?
