Authority that approved it: Ministry of Housing and Urban-Rural Development of the People’s Republic of China. Date of implementation: November 1, 2016. Announcement No. 1079 issued by the Ministry of Housing and Urban-Rural Development: Announcement regarding the issuance of the industry standard “Code for design of nursery and kindergarten buildings”. The “Code for design of nursery and kindergarten buildings” has been approved as an industry standard, with the code number JGJ 39-2016; it shall come into effect as of November 1, 2016. Among them, clauses 3.2.8, 4.1.3, 4.1.9, 4.1.12, and 6.3.3 are mandatory provisions that must be strictly enforced; the original \"Code for Design of Nurseries and Kindergartens\" JGJ 39-87 is hereby repealed. These specifications were compiled by the Standard and Quota Research Institute of our ministry and published by China Architecture & Building Press. The main technical contents of this specification are: 1. General provisions ; 2. Terminology ; 3. Base and general layout ; 4. Architectural design ; 5. Indoor environment ; 6. Building equipment. The main technical changes in this revision are as follows: 1. Added technical content and regulations related to “terms” and “indoor environment” ; 2. Relevant provisions on “safety assurance,” “environmental protection,” and “energy conservation” have been added ; 3. Chapters such as “Fire Protection and Evacuation” and “Building Construction” have been removed, with their content transferred to relevant chapters. The provisions marked in bold in these specifications are mandatory and must be strictly implemented. The Ministry of Housing and Urban-Rural Development is responsible for the management of these specifications and for interpreting the mandatory provisions, while the Heilongjiang Provincial Architectural Design and Research Institute is responsible for explaining the specific technical details.
