1. Safety exits and fire escape routes must meet the following requirements: (1) Fire escape routes within the factory area and storage areas must remain unobstructed; it is strictly prohibited to block these routes. Plan diagrams should be provided at the main entrances of the factory area and warehouse area. (2) Safety exits and evacuation signs must be available in all areas of workshops, warehouses, offices, and other buildings. Emergency evacuation diagrams should be placed in prominent locations, indicating safety exits, evacuation routes, fire hydrants, fire extinguishers, first-aid supplies, etc. (3) The safety exit doors should be in good condition, free of damage, and able to close properly ; It is prohibited to pile up items in safety exits and fire exits; they must remain unobstructed. Safety exits must not be locked during production operations. (4) Safety exits must not be blocked or used for other purposes in any form ; The width of safety exits, stairs, and corridors shall comply with the provisions of relevant building design fire protection codes, and emergency lighting shall be provided. 2. Fire-fighting equipment shall meet the following requirements: (1) In workshops, warehouses, offices, and other buildings, fire extinguishers shall be installed in accordance with the \"Code for Design of Fire Extinguisher Installation in Buildings\", taking into account factors such as the location where the extinguishers are to be placed, the fire suppression level, the protection distance, the hazard level, and the calculation units. (2) The number of fire extinguishers installed in one computing unit should not be less than 2, and the number of fire extinguishers at each installation point should not exceed 5. (3) Fire-fighting equipment should be stored in designated locations; it is advisable to assign numbers to the equipment and identify the persons responsible for its management ; The fire extinguisher must be within its valid inspection period, have on-site inspection records showing compliance with checks conducted every (half) month, and include the signature of the person who conducted the inspections. (4) No items or debris shall be piled in front of fire-fighting equipment, and such equipment must not be moved or damaged ; Used fire extinguishers should not be put back in their original place. 3. Fire hydrants and pump connectors shall meet the following management requirements: (1) Outdoor fire hydrants should be installed along roads, in such a way as to facilitate the parking and operation of fire trucks; the distance between fire hydrants and the road edge should not exceed 2 meters, and the distance from them to the exterior walls of buildings should not be less than 5 meters ; The distance between outdoor fire hydrants should not exceed 120m ; The protection radius should not exceed 150m. (2) The fire hydrants in the process plant area should be located around the process equipment, with a spacing of no more than 60 m between them. (3) Water pump connectors should be installed along the roads to facilitate the parking and operation of fire trucks. (4) Outdoor fire hydrants should be maintained regularly; in winter, anti-freezing measures should be taken for outdoor fire hydrants and pump connectors ; Appropriate fixed markings should be provided for outdoor fire hydrants, fire pump connectors, etc ; It is strictly prohibited to block, fill in, or enclose it. (5) Outdoor fire hydrants can be equipped with fire hoses, nozzles, and wrenches depending on their location and the area they are meant to protect. (6) Outdoor fire hydrants should be assigned equipment numbers, with clear designated persons responsible for their management ; There are on-site inspection records showing compliance with checks conducted every (half) month, along with the signatures of the inspectors. 4. Indoor fire hydrants shall meet the following management requirements: (1) In factories (warehouses) with a floor area of more than 300 m2, office buildings with more than 5 floors or a volume of more than 10,000 m3, as well as other civil buildings such as non-residential residential buildings, DN65 indoor fire hydrants shall be installed, and fire hydrants shall be provided on each floor of the building. (2) The center of the fire hydrant valve should be at a height of 1.1 m above the ground; the direction in which water is discharged should be downward or at a 90° angle to the wall. For fire hydrants shared on both sides of a wall, rotary fire hydrants are recommended. (3) The fire hydrant hoses should be of a diameter of Φ10 or larger; they must be in good condition, free from corrosion and contamination, and properly secured to the connectors ; The fire hose coupling binding components should be intact, leak-free, and firmly bonded to the connectors. (4) Indoor fire hydrants should be equipped with fixed signs, must not be locked, and no items should be piled up around them. 5. On-site management of the fire pump room and deluge valve room: (1) The fire pumps, spray pumps, and valves in the fire pump room should be clearly labeled, and the pipes should have labels as well as flow direction indicators ; The site is tidy. (2) The fire pump room shall have procedures for remotely and locally starting the fire hydrant pumps and spray pumps ; The control cabinets for the fire pump and sprinkler pump should be in automatic mode. (3) All valves, hydraulic alarms, and control systems in the rainwater valve room shall be in automatic operation mode, and there shall be clear markings and flow direction indicators ; The site is tidy. (4) The deluge valve room shall have an operating procedure. (5) The fire water tank should store enough water for 10 minutes of firefighting use. (6) Fire lanes shall be provided at natural water sources and fire ponds from which fire trucks draw water. 6. Management of fire safety signs and emergency lighting: (1) Standardized fire safety signs should be used in all areas; these signs must be complete, undamaged or faded, and firmly installed. (2) Emergency lighting shall be installed in work areas, workplaces, crowded places, safety exits, stairs and corridors, as well as other key fire protection areas, in accordance with the provisions of the Code for Fire Protection Design of Buildings. There is no shortage or damage to the safety exits, emergency evacuation signs, and batteries for emergency lights. (3) An EPS emergency power supply should be installed, with clear markings, in operational status, and a designated person responsible for its management should be identified. (4) Fire safety evacuation sign lights or reflective signs should be installed at evacuation passages and safety exits ; Safety exit signs should be placed at the top of the exit ; Signs indicating the evacuation routes should be placed on the walls of the evacuation routes and at their corners, at a height of less than 1 meter above the ground. The spacing between the evacuation route indicator lights should not exceed 20 meters ; The signs should not be obscured and must remain intact. 7. The installation of the fire control room shall meet the following requirements: (1) For a separately built fire control room, its fire resistance rating shall not be lower than grade II ; The fire control room located within a building should be situated on the ground floor, near the exterior wall of the building, and it must be equipped with a safety exit that leads directly outside ; It should not be installed near equipment rooms where there is strong electromagnetic interference or other factors that may affect the operation of fire control equipment. (2) The control room door shall open in the direction of evacuation, and a clear sign shall be installed at the entrance ; It is strictly prohibited to pass electrical circuits and pipelines unrelated to the fire control room indoors. (3) The fire control room should be equipped with a direct dial phone dedicated to fire services in the city ; If the unit is equipped with a switchboard, the dedicated phone in the fire control room should be able to make direct calls to local telephone numbers as well as to the extension numbers of various departments and positions within the unit, to ensure smooth communication. (4) The fire control room should be able to receive calls from plug-in telephones ; Each unit may install walkie-talkie mobile communication devices as appropriate to ensure smooth emergency communications. (5) The fire control room shall be staffed by dedicated personnel on a 24-hour basis, with no fewer than 2 people per shift, who must be trained and hold valid certificates to work there ; Save monitoring, operation, and inspection records. (6) The fire control room should have posted on the wall the “Emergency Instructions for Fire Control Room Operators”, the “Fire Control Room Management and Emergency Procedures”, as well as a schematic diagram of the facility’s fire protection system. 8. Management of professional fire brigades (stations) and mini fire stations: (1) Professional fire brigades (stations) should be equipped with communication devices that can connect to the local fire department’s fire command center ; Each fire truck on duty should be equipped with a wireless communication device that can connect to the local public security fire brigade. (2) The fire vehicles, firefighting and emergency rescue equipment, as well as medical rescue equipment available at fire stations shall comply with the provisions of the **Standards for the Construction of Urban Fire Stations. (3) Perform maintenance and visual inspections of the equipment and facilities once a month, and keep records. (4) Conduct a systematic inspection of fire trucks every six months, including inspections of relevant facilities to be carried out by qualified entities, and keep records thereof. (5) Firefighters’ rescue equipment should be placed in designated locations, with signs installed ; Check once a month and keep records ; It should be updated in a timely manner based on its usage cycle and inspection results. (6) Key fire safety units shall equip themselves with fire-fighting equipment, firefighting apparatus, and protective gear in accordance with the \"Construction Standards for Micro Fire Stations in Key Fire Safety Units\" issued by the Fire Bureau of the Ministry of Public Security, and conduct regular inspections; relevant regulations shall be posted on the walls.
