Heat exchange efficiency of exhaust gas heater

Recently, the heat exchange efficiency of the exhaust gas heater has been poor; I’m not sure what the reason is. There’s no blockage, so are there any good methods for cleaning it after it stops operating?
Since it’s confirmed there won’t be any blockage, then increase the setting of the steam trap to see if the temperature rises!
It definitely isn’t blocked; if it were blocked, the pressure throughout the system would rise. I’m not sure if it’s due to too much carbon buildup at the beginning of operation, which has accumulated on the walls of the tubes along with sulfur
How can one determine that the performance is poor? Is it because some wires remain connected continuously, or is it due to the accumulation of catalyst powder during the system initialization phase, which results in poor heat exchange efficiency?
